3 Chinese Linked to Porac Pogo Found in Fontana Villa

The Presidential Anti-Organized Crime Commission (PAOCC) and the Bureau of Immigration (BI), in collaboration with Clark Development Corporation's public safety department, have apprehended three Chinese nationals suspected to be involved in human trafficking. The arrest occurred at Fontana Leisure Park, while searches continue for two other suspects who remain elusive.

Winston Casio, PAOCC spokesperson, revealed that the three detainees were discovered late on Friday night following an extensive search operation targeting Lyu Dong and Da Wei, both alleged violators of anti-human trafficking laws. Chen Qianfang and Huang Zaicheng were identified as the arrested male suspects, while Huang Shuzhen was named as the female detainee.

Casio further disclosed that these individuals worked for Zun Yuan Technology Inc., a Philippine offshore gaming operator located in Bamban, Tarlac. This firm had previously been subjected to a raid by authorities back in March due to allegations of serious illegal detention involving more than 800 workers, most of whom are foreigners.

According to Casio’s statement, Chen served as manager for staff under Zun Yuan's boss, while Huang Zaicheng and Huang Shuzhen functioned as personal aides. These three individuals are believed to have direct ties with "big boss" Huang Ziyang from Bamban Pogo, who is currently wanted by law enforcement agencies.

Following their arrest on Saturday morning, they were taken into custody at the PAOCC detention facility situated in Pasay City.

In response to this incident and previous allegations regarding illicit activities within its properties, such as human trafficking-related offenses, among others, the CDC has issued stern warnings about shutting down Fontana Estate inside former US air base facilities if these issues persist unaddressed.

CDC president Agnes Devanadera expressed vehement disapproval over Simon Wu’s failure, as general manager of both Fontana Development Corp. (FDC) and Fontana Resort & Country Club Inc. (FRCCI), to implement adequate measures against illegal activities within the premises of his establishments.

The CDC, in conjunction with the Criminal Investigation and Detection Group (CIDG) and other law enforcement agencies, executed a search warrant issued by a Malolos City court on five villas within Fontana. Although they failed to locate the two primary suspects, authorities recovered 14 safety vaults from these properties, pending permission for their inspection.

This operation was initiated following reports suggesting that several Chinese nationals had escaped an earlier raid on the Lucky South 99 Corp. Pogo compound located in Porac town, Pampanga province.

In light of these incidents involving alleged human trafficking offenses and contractual breaches, Devanadera has demanded Wu submit a written explanation justifying why his company's lease contract should not be terminated or revoked.

CDC officials remain committed to ensuring no human trafficking or related crimes are being perpetrated within Fontana's premises by conducting rigorous inspections across all FDC and FRCCI operations while maintaining vigilant security patrols throughout the estate.

Devanadera warned that failure to comply with these orders would result in "severe penalties." As of Saturday evening, there has been no response from Wu regarding the CDC's demands nor any report confirming whether he has replied to Devanadera’s letter.
